Scripts not writing after upgrade to VPS

After upgrading from Launch to VPS scripts that worked on the old server are now not writing files, which are used for various things.  The scripts execute (finally. you know it would have been nice if the Perl Mods from the old server were also installed)  but they don't write. THIS IS NOT A SCRIPT CODING ISSUE. THIS IS A PERMISSION ISSUE.

I just want the site to work like it did on the cheaper server.
